All affected sub-counties on Boundary Demarcation, Tuikat, kwosir,Kitawoi, Benet, Kaseko in kween, and East Division kapchorwa municipality shared in on Monday their reports with greatest recommendation of  1983 redline Boundary, having kisito temporary degazatted,  improve on relationship between Uganda Wildlife Authority and communities.

The power now lies with the district leadership to prepare a document to be presented to the next level for actions.
UWA major role is to guide on what is possible, now that UWA is willing and so there must be  give and take, to make this subject of conflict resolution easier.

Agreed

  1. All the disputed land  is on gazetted land.
  2. 2018 cabinet directive is largely not implemented, like 6000 acres of land to be degazatted, 2250 acres of land be degazatted as additional and resettle  for 326 families in kisito, resettle families in Rwanda,kisangani, kabelyo, resettle those in kapsekek in bukwo.
  3. The ultimate institution for all these agreeable facts is Ugandan parliament.

The disputable Benet land

  1. The southern extent of Benet land has never been determined
  2. The location of the redline has never been agreed upon.
  3. The extension of the 2250 acres ( beginning and the end) has never been determined.
  4. UWA brings 1950 acres  not 2250 acres.
  5. The extension of land on consent judgement  was never given proper opinion
  6. Sale, resale wasn’t allowed
  7. The redline does not match 2250 or 19951 acres of land.

Cabinet directives

  1. Disseminate the 2017 report for community consumption
  2. The Ministry of lands housing and urban development moved very slowly on this matter, it has not been prioritized.
  3. The Ministry of local government was adviced to cancel names like Rwanda kisangani.
  4. Ministry of lands to find out the rightful owner of land in Ngenge for resettling those in the disaster prone areas  and didn’t specify.

Community  aspirations

  1. Divided Community some saying 6000 acres wasn’t well shared to the rightful beneficiaries
  2. Conflict of interests among the leaders.

What’s happening currently

  1. Illegal activities are continuing at an alarming rate
  2. Encroachment is increasing
  3. Hostility against UWA staff is continuing
  4. Politicization of issues, political stampede on conservation is not good.
  5. 30 meters watershades must be respected.

On the  reports, shared by leaders- feedback

  1. We must rely on the decision makers and duty bearers at district and Uganda parliamentarians from the subregion
  2. Minimize anything that twiggers conflicts and Hostility like grazing, spilting of fresh trees, lies- never telling the truth.

Action points

Draft a possible memorandum guiding president on what he should push for implementation

Highlight the plight of the landless, and keep dialoging and always refer to the legal existing documents

Kween district leaders meeting to be convened to draft the guiding document to the head of state which, will be communicated to the line stakeholders sooner before close of business this month.

The subject will be on resettlement now that the boundary line is concluded and agreed to have kisito temporary settlement into the public land and 1983.

This matter lies in the hands of the politicians from district to national.

Agreed on 3rd Jan Draft a memo to H.E on community position, with guidance of the technical team, highlighting the plight of the landless and making suggestions with evidence on sites and needs, just very brief.

Be sure, all disputable briefs above, we are convinced that the redressed boundary in temporary settlement and 1983 if taken in good faith by H. E, it’s already done.
